When Will Educational Institutions Reopen in India Post-Lockdown?

The ongoing battle against the coronavirus continues to impact daily life across India, including educational institutions. The latest data from Google highlights the fluctuating landscape of active cases and recoveries, underscoring the continued need for effective public health measures. As of now, the completion of large-scale vaccination programs is anticipated to be achieved by early 2022, which is crucial for achieving herd immunity and reducing the overall infection rates.

India's Lockdown and Educational Institutions Post-Spike

The current situation in India is complex, with a significant increase in active cases and the emergence of new variants of concern. If the pandemic situation worsens, we might see another nationwide lockdown. However, many educational institutions have taken tentative steps towards reopening, albeit in a phased manner. Some PhD students and researchers have been called back, and medical colleges are functioning in offline mode in West Bengal. However, a full-scale reopening of educational institutions is not anticipated before late 2022 or early 2023.

Government Guidelines and Decisions

On September 30th, the Ministry of Home Affairs (MHA) released new guidelines for the reopening of schools and other higher educational institutions. These guidelines provide state and union territory governments with the flexibility to decide on reopening after October 15th, provided the management of respective institutions are consulted.

For colleges and other higher technical institutions, the decision on reopening is subject to MHA consultation. Higher education institutions can only partially reopen after October 15th, allowing research scholars, PhD students, and PG students from science and tech fields who require laboratory work. The decision to fully reopen these institutions lies with the heads of these institutions or state/UT governments.

The primary mode of education will remain online, with a strong preference for online classes. This flexibility in the guidelines aims to balance the need for in-person learning with safety concerns.

Regional Updates and Delays

Several states have issued updates to their reopening plans. In West Bengal, the state has delayed the decision to re-open schools until mid-November. Maharashtra, with its significant population, has decided not to reopen schools until at least October 31st. Andhra Pradesh is deferring the reopening of schools until November 2nd. The Delhi government has also pushed back the reopening of schools from October 5th to October 31st.

These delays reflect the cautious approach being taken by various state and union territory governments, prioritizing public health and safety.
